Staff to introduce it. The actual effect of the new scale
in these three Departments has been, as shown in Table 'B',
an increase of $5,304 in the total minimum salaries and an
increase of $8,424 in the total maximum salaries. I assume
for purposes of calculating the permanent annual cost that
each clerk has earned half the total increments of the
grade in which he is placed. On this assumption the per-
-manent increase is approximately $6,850 per annum.

The proposed salaries as given in
Table 'C' show a similar minimum increase of $9,024 and a
maximum increase of $10,752, giving upon my above assump-
-tion a total approximate increase of $9,900 per annum.
These salaries are of course tentative only and will be
liable to modification according to the circumstances of
the introduction of the scheme in the various Departments.

It will be noticed that the in-
-crease already sanctioned is somewhat greater in propor-

-tion to the number of posts than the increase proposed,
but for the reasons given in my Confidential Despatches of
the 8th and 27th. March it was considered necessary in the
case of the Post Office and the Harbour Office to grant a
general increase of pay, for which in the case of the other
Departments
